Meet Thomas B. Locke

Thomas B. Locke is a distinguished former senior executive of the Federal Bureau of Investigation with over three decades of service in critical operational and leadership roles. Over the course of his 32-year career, he held key positions that shaped investigative strategy, organizational oversight, and national-level operations. He combines decades of domestic and international law enforcement experience with key relationships to guide clients in making measured, risk-aware decisions. 

He concluded his tenure as Acting Assistant Director of the FBI’s Inspection Division in Washington, D.C., where he was responsible for overseeing global audits and evaluations of the Bureau’s investigative, administrative, and security programs. 

Throughout his career, Mr. Locke was entrusted with assignments at the forefront of U.S. national security and major criminal investigations. In 1980, he supervised the FBI’s first Joint Terrorism Task Force (JTTF) in New York City, helping establish a model for coordinated counterterrorism efforts. 

He later conducted the FBI’s first extra-territorial terrorism investigation following the 1983 Beirut Embassy bombing, expanding the Bureau’s operational reach beyond U.S. borders. In the aftermath of the September 11 attacks, Mr. Locke designed, staffed, and oversaw the FBI’s worldwide counterterrorism response, coordinating complex international intelligence and law enforcement efforts across multiple jurisdictions.

Beyond his headquarters responsibilities, Mr. Locke led field operations involving some of the most challenging areas of law enforcement, including counterterrorism, organized crime, narcotics trafficking, and kidnapping. He received commendations from six FBI Directors and recognition from multiple U.S. agencies and foreign counterparts. These distinctions reflect consistent performance in demanding roles and a record of leadership grounded in experience and decisive judgment.

After concluding his government career, Mr. Locke has spent over two decades guiding multinational corporations, sovereign clients, and leading law firms on critical matters involving sanctions, regulatory compliance, and reputational risk. His work routinely intersects sensitive geopolitical and cross-border environments, where precision, discretion, and strategic insight are vital. 

Mr. Locke is highly regarded for producing rigorous, fact-based assessments that enable informed decision-making while aligning private sector actions with U.S. and allied national security objectives.
